Community Councils

Community Councils are voluntary organisations that act as a voice for their local area. They meet regularly to discuss issues affecting their area, including planning and licensing applications and are consulted regularly by the local authority on a range of matters. All meetings are public and residents are encouraged to participate their local meeting. Current pandemic restrictions may mean that they are held virtually but are public can join these meetings online.

Every local community can request their local authority to establish a Community Council in their area and in Moray elections are held every four years for existing community councils. Any person 16 years or over and resident in the Community Council area, can be elected or co-opted to their local Community Council.

Meetings of Community Councils 

Community Councils in Moray are holding their public meetings in person or remotely via video conferencing. Please contact the community council directly using the details found on their individual web page (listed to the left). The secretary will then be able to provide you with the joining instructions for their meetings.

Scheme for Establishment of Community Councils

The Community Council Scheme provides a framework for the operation of Community Councils and contains information about membership and eligibility, member's code of conduct, Standing Orders, constitution and area descriptions. It is reviewed every four years prior to elections.

Consultation

On 27 August 2024 the Council’s Corporate Committee agreed the framework for the review of the Council’s Moray Scheme for the Establishment of Community Councils and the arrangements for the Community Council Elections in 2025.
