Active Travel Prioritisation Tool

When it comes to building infrastructure, the number of newly identified schemes and their associated costs, far exceed what could be delivered using available funding sources and staff resources at Moray Council. The Council obtains external funding annually which is specifically earmarked for Active Travel. It is therefore important to demonstrate how funding decisions are made.

The Active Travel Prioritisation Tool (ATPT) has been developed and adopted by Moray Council in 2023. The aim of the ATPT is to help identify which projects are prioritised to be taken forward for investigation, design and ultimately construction, and which projects will not be taken forward. The ATPT, also known as a ‘scoring tool’ or a ‘multi criteria assessment tool’, enables the comparison of various schemes based on the same set of criteria, and to rank the schemes based on a numerical score. Criteria against which schemes are scored, relate to perceived usage and functionality, connectivity with other infrastructure, deliverability (costs, landownership, design complexities), to name just a few. The score serves as an input for discussion and does not solely determine if a scheme is being pursued or not.

It should be noted that all suggestions from members of the public for new or improved active travel infrastructure can be assessed using the ATPT. This is not a guarantee they will be built. Members of the public who have proposed new schemes (and who have left their contact details with the council) will be informed of the reasons why they are not being taken forward. Schemes related to maintenance of existing schemes, road safety matters or leisure only, will not be scored as they fall under different funding streams.
