A Council by-election was held on Thursday 7 November 2024 to elect one member (Councillor) to the Elgin City South ward (Ward 7) of the Moray Council due to the election as a MP of Cllr Graham Leadbitter (SNP). The election was conducted by Single Transferable Vote.

At the conclusion of the count, Elaine KIRBY (Scottish Conservative and Unionist) was elected at the end of stage 3 with 1160 votes. Turnout was 25.8%
