Response 26-04-2022
Following your request for review of our response to the Freedom of Information Request you submitted, 101002990112 - Cloddach Road Bridge, a review meeting was held remotely on 31.03.22. In attendance were the Records and Heritage Manager, Consultancy Manager, Information Coordinator and Relief Information Coordinator, in consultation with the Senior Solicitor.
Within your review request, you asked why the following had not been provided within our initial response:
“any minutes of meetings where the Cloddach Road bridge was discussed.”.
The department have confirmed that, whilst Cloddach road bridge had been discussed at meetings, no formal minutes were taken. As stated within our initial response, this information is therefore not held, and falls under Section 17 of the Freedom of Information (Scotland) Act 2002 – Information Not Held.
You also asked for:
“any documentation relating to the Cloddach Road Bridge, its maintenance, condition, and closure."
In addition to the ‘General Inspection Records 2019 and 2020’, and ‘Principal Inspection Report 2019-09-29’ which were provided in our original response (http://www.moray.gov.uk/moray_standard/page_140482.html), the department have now also provided the documents listed below. The department have confirmed that these documents, along with the ‘As Built’ drawings (see note below) constitute all documentation that is held regarding Cloddach road bridge.
Please see attached:

General inspections Pro-Forma:
2009, 2011, 2013, 2015, 2017, 2019 and 2021
Please note – personal information has been redacted from these documents, as it is exempt from release under Section 38(1)(b) of the Freedom of Information (Scotland) Act 2002 – Personal Information.
We acknowledge that these documents were not provided in response to your initial FOI request, and we apologise that they were missed.
In addition to the documents listed above, there are also some ‘As Built’ drawings created by the contractor when the bridge was built. These are held as paper copies by the Council and copies cannot be provided electronically due to the size and condition of the drawings. However, special arrangements can be made for these to be viewed within the Council offices. If you would like to arrange to view these, please confirm this with us.
Under our duty to be helpful, you may also wish to view the Council website for additional information regarding the closure of the bridge: http://www.moray.gov.uk/moray_roads/page_137354.html
