Design Quality

We are required to adopt a consistent and relevant approach to the assessment of design and place quality as set out by the Scottish Government.

We have introduced a Quality Audit process to support placemaking in the Moray Local Development Plan 2015. The Quality Audit process will continue to be the main tool used to determine compliance with Policy PP1 Placemaking and other relevant policies of the Modified Moray Local Development Plan 2020 (which is a material consideration in the determination of planning applications and is anticipated to be adopted in July 2020).

The Quality Audit consists of 9 categories and will be assessed by a multi-disciplinary team. Applicants are encouraged to use the Quality Audit as a basis for their Placemaking Statement.  Additional Guidance on the interpretation of planning policy is currently being prepared.
