Education for All - Delivering the Alternative Curriculum

Increasing numbers of children and young people are not having their learning needs met within a mainstream school environment.

In recent years, we commissioned a small number of providers to work in partnership with us to deliver alternative curriculum activities.

The Council’s Additional Support Needs (ASN) Improvement Programme is expanding and diversifying our educational offer to effectively and consistently meet the needs of more children and young people who need additional support and we want to further develop our alternative curriculum offer.

The Market Positioning Statement

Moray’s first Education for All: Alternative Curriculum Market Positioning Statement has been developed to support micro and social enterprises, voluntary and third sector organisations and businesses with an interest in delivering alternative curriculum activities for our young learners.

The document provides information on the ASN profile in Moray, what alternative curriculum provision is needed now and for the future, and how it will be commissioned.

Informed by the Market Positioning Statement, we are seeking to enhance our current offer by commissioning providers who can provide activities which are aligned to supporting the learning outcomes of our young people. These activities could include outdoor activities, recreational activities or the arts.

How it works?

Interested parties are invited to tender through the Council’s Flexible Procurement Framework.

This simplified approach sets out the necessary standards required to enter into the contract with Moray Council.  Suppliers who meet the minimum requirements will then be on-boarded onto the Framework and will be available to be selected to work with any Moray Council primary or secondary school.

In the past independent and voluntary organisations may have had to enter a procurement agreement with each individual school they wanted to work with. The intended benefit of adopting the Flexible Procurement Framework is that parties will need to provide the information about their organisation only once. This new approach aims to simplify the procurement process for both voluntary and third sector organisations and education colleague’s working in Moray Schools.

Following acceptance onto the Flexible Procurement Framework, a school may determine that your organisation represents the best fit to meet the learning outcomes identified for a child or young person. This will then lead to the creation of an education plan for that young person which forms the basis of a contract for the delivery of a service by your organisation.

While applications to be considered for inclusion onto the Flexible Procurement Framework can be submitted at any point during the year, we encourage you to apply as soon as possible.

It is the intention that the evaluation panel will meet on a monthly basis.
