FOI Request - HRA Recharge for Neighbourhood Wardens

Under the Freedom of Information Act 2000, I would like to request information in relation to the Housing Revenue Account (HRA) recharge associated with the Neighbourhood Warden/Community Protection Officer (CPO) service.

Specifically, I would like to understand:

1. Activities undertaken What activities Neighbourhood Wardens/CPOs undertake that are considered to directly benefit HRA properties, tenants, or estates. How these activities are defined or categorised for the purposes of HRA funding (e.g. estate management, anti-social behaviour support, environmental enforcement linked to council housing).

2. Value of HRA recharge The total annual value (or most recent available figure) of HRA funding used to support the Neighbourhood Warden/CPO service. If available, a breakdown of this cost (e.g. staffing, management, overheads).

3. Methodology for calculating the recharge The methodology used to determine the proportion of Neighbourhood Warden/CPO activity chargeable to the HRA. Any assumptions, modelling, or allocation approaches used (e.g. time-based apportionment, geographic coverage, service demand).

4. Use of property-level data Whether the recharge is informed by analysis of cases or incidents linked to HRA properties. For example, whether Unique Property Reference Numbers (UPRNs), tenancy data, or similar identifiers are used to: track activity relating to HRA stock; or inform the proportional split between HRA and General Fund.

5. Supporting evidence or documentation Any internal reports, business cases, or analysis that support or justify the current HRA recharge level (where disclosable). If the information requested is available for a specific financial year (e.g. 2024/25 or 2025/26), please provide the most recent complete dataset.
