FOI Request - Pupil Statistics with a Focus on ASN and CSPs

1. Publicly funded schools. Please provide data on the number of pupils with Co-Ordinated Support Plans (CSPs) in publicly funded schools in your jurisdiction in each of the past 10 years, broken down by reasons for receiving the support plan (e.g. dyslexia, autism, etc.), by age, school type (Mainstream vs. special), and by placement type (day vs. residential). (Tables 1A, 1B, and 1C)

2. Independent/private schools

a) Please provide data on the number of independent/private schools in your jurisdiction in each of the past 10 years, broken down by mainstream vs. special (or a similar categorisation), and by phase (primary, secondary, all-through). (For all the questions about independent/private schools, if there are categories of school other than publicly funded and independent/private, please also include these with clear demarcation of their type.) (Tables 2A)

b) Please provide data on the number of pupils at independent/private schools in your jurisdiction in each of the past 10 years, broken down by mainstream vs. special (or a similar categorisation), by age, and by place/placement type (day vs. residential). (Tables 3A, and 3B)

c) Please provide data on the number of pupils with Additional Support Needs (ASN) in independent/private schools in your jurisdiction in each of the past 10 years, broken down by reasons for receiving the support plan (e.g. dyslexia, autism, etc.), by their plan type (CSP vs IEP vs Other need vs. Assessed or Declared Disabled vs. Child plans), by age, and by placement type (day vs. residential). (Tables 4A, 4B, 4C and 4D)

d) We're particularly interested in the subset of pupils with ASN that is pupils with CSPs so, if possible, please provide data on the number of pupils with Co-Ordinated Support Plans (CSPs) in independent/private schools in your jurisdiction in each of the past 10 years, broken down by reasons for receiving the support plan (e.g. dyslexia, autism, etc.), by age, school type (Mainstream vs. special), and by placement type (day vs. residential). (Tables 5A, 5B, 5C and 5D)

e) We understand that some pupils at independent/private schools within your jurisdiction may have been placed by other local authorities and, vice versa, that you may also place pupils with ASN in independent/private schools outside of your own local authority. As such, please could you also provide data on the number of independent/private school placements for children with ASN the council has made over the past 10 years, broken down by location (within the LA vs. in another LA), plan type (CSP vs IEP vs Other need vs. Assessed or Declared Disabled vs. Child plans), and reasons for receiving support (e.g. dyslexia, autism, etc.) (Tables 6A and 6B)

f) Please provide a list of independent/private schools currently operating in your jurisdiction, with information on their type (mainstream vs. special), their phase (primary vs. secondary vs. all-through), their ownership/group membership, their capacity, the number of pupils they have on roll, the number of their pupils that have ASN, and the number of their pupils that have CSPs (Table 7A)

3. Forecasts

a) Please provide any forecasts you have undertaken on how the number of pupils with Additional Support Needs (ASN) in your jurisdiction will grow in the future. Please provide any available breakdowns e.g by reasons for receiving the support plan (e.g. dyslexia, autism, etc.), by their plan type (CSP vs IEP vs Other need vs. Assessed or Declared Disabled vs. Child plans), or by age.

b) We are particularly interested in pupils with CSPs so if you are able to break those numbers down by reason for receiving support, and age, that would be much appreciated.

4. Funding

a) Please provide data on how much funding has gone towards supporting young people with ASN in each of the past 10 years, broken down by the type of plan the funding has supported (CSP vs IEP vs Other need vs. Assessed or Declared Disabled vs. Child plans), by type of school to which the funding has gone (publicly funded vs. independent/private, mainstream vs. special, primary vs secondary vs. all-through), by placement type (day vs. residential)

b) Please provide an anonymised list of placements the LA has made at independent/private special schools over the past 5 years, with information on the annual cost of the placement, whether it is day or residential, and the name of the school

5. Openings and Expansions. Please provide the following details of any changes in capacity of special education provision (e.g. school openings, expansions, closures etc) in the LA over the last 12 months (publicly funded and independent/private)

a) Name of school
b) Location of site
c) Type of change e.g. opening vs. expansion
d) The old capacity and the new capacity, with both numbers broken down into day places and residential places
e) The pupil age range
f) The type and acuity of ASN for which the provision caters
g) The approximate date of the opening/expansion/closure/etc.
h) If relevant, the name of the trust/group of which the provision is a part

6. Please provide the following details, if known, of any planned changes to the capacity of special education provision (e.g. school openings, expansions, closures etc) in the LA over the next 4 years (publicly funded and independent/private)
