Please provide the following data for the five-year period from 1 January 2020 to the date of this request.
1. PERMIT VOLUME & CATEGORY DATA
a) Total number of road works permits issued per calendar year
b) Breakdown by category: Minor, Standard, and Major
c) Breakdown by works type (utility, resurfacing, excavation, etc.)
d) Breakdown by road classification (A road, B road, unclassified, etc.)
e) Average and maximum permit duration (planned vs. actual)
2. PERMIT HOLDER & CONTRACTOR INFORMATION
a) Top 20 permit promoters ranked by volume per year
b) Top 20 permit promoters ranked by total works value (where held)
c) Names of sub-contractors associated with permit applications (where held)
3. FINANCIAL & CONTRACT DATA
a) Details of any roadworks-related contracts awarded, including contractor name and value
b) Names of framework suppliers for road works or traffic management services
c) Fixed Penalty Notices (FPNs) issued for permit overruns, including associated charges
4. COMPLIANCE & ENFORCEMENT
a) Total FPNs issued per year, broken down by promoter

The Service have calculated that it would take approximately 1425 hours to collate and review all the permit data in order to provide a further breakdown. This task would cost the Council in excess of £600 of staff time. In accordance with section 12 of the Freedom of Information (Scotland) Act 2002 (excessive cost), we are therefore unable to comply with this part of the request.
Please note that there are some years when data is only available in some quarters; the data is not consistent across the year(s) because the data was only created on an ad-hoc basis to satisfy previous requests or queries. As the data is already held we are able to provide it, whereas other quarters the data is now already held and is therefore exempt under Section 12 as already noted.
2. S.12 FOISA - excessive cost
3.a) & b) Section 12 FOISA, excessive cost, is also applicable here, since there is not a category/drop down that identifies specific roadworks contracts on the contract register. To gather this data we would therefore need to do a review of our contracts register and past contracts (we only hold records for the relevant retention period), which is estimated to take approximately 70-100 hrs.
