1. Why have Moray Council decided Blue Badge holders cannot park in that area when there appears to be sufficient spaces for a number of disabled bays, still allowing for loading and unloading without disruption.

1. The Plainstones is subject to, and has been for in excess of 20 years, a “No Waiting at Any Time” restriction, meaning parking or waiting is prohibited 24 hours a day, 7 days a week, throughout the year. This restriction applies to the carriageway, footway, and verge. By contrast, where unloading is taking place, vehicles may enter the Pedestrian Zone, as exemptions exist for permit holders and for loading between midnight and 11:00 am, and between 4:00 pm and midnight.

This restriction also applies to all Blue Badge Holders. Please see attached Blue Badge Scheme booklet which informs holders where they can and cannot park.
