I would like to request information held by your council relating to the housing and management of MAPPA eligible individuals, including management transfers, homelessness cases, and housing actions linked to community safety concerns.
I understand that reasons for management transfers may not always be explicitly recorded within housing systems. In light of this, I would be grateful if the council could provide information based on all relevant records held, including housing, homelessness, community safety, and multi agency case management files.

Please provide information covering 1 January 2020 to 20 April 2026 (or the most recent date available)
Information Requested
1. MAPPA caseload
a) The number of MAPPA cases in which this council had a role relating to housing, homelessness services, or accommodation management during the specified period.
b) Where available, a breakdown by MAPPA level (Level 1, 2, or 3).
2. Housing and management transfers
a) The number of management transfersinvolving MAPPA eligible individuals during this period.
b) If the council does not record reasons for management transfers in a structured way, please confirm this and provide:
i) Any available contextual information from case notes, risk flags, or associated records indicating community safety or safeguarding concerns.
3. Rehousing or homelessness linked to community safety
a) The number of cases in which MAPPA eligible individuals:
i) Presented as homeless, or
ii) Required rehousing or emergency accommodation
following community safety concerns, threats, harassment, or protests.
b) This may include cases where:
i) Police Scotland or community safety teams were involved
ii) There were concerns about the safety of the individual, neighbours, or staff
c) Please note that this question is intended to capture cases whether recorded as management transfers, homelessness applications, or temporary relocations.
4. Public identification or vigilante activity
a) Whether the council holds records, notes, or correspondence (including emails or incident logs) indicating that a rehousing, transfer, or homelessness decision was connected to:
i) Public “outing” on social media
ii) Protests or gatherings outside a property
iii) Activity by civilian paedophile hunting or vigilante groups
b) If precise numbers cannot be provided, please supply a narrative response explaining what information is and is not held.
5. Cost to the council
a) Any recorded or estimated costs associated with:
i) Emergency or temporary accommodation
ii) Repeated or accelerated rehousing
iii) Use of out of area placements
iv) Additional staffing, security, or case management time linked to MAPPA related housing cases.
b) Where figures are not centrally recorded, estimates or ranges are acceptable.
6. Housing restrictions and placement considerations
a) Details of the restrictions, criteria, or considerations applied when allocating housing to MAPPA eligible individuals, including:
i) Proximity to schools or childcare facilities
ii) Proximity to victims or protected persons
iii) Suitability of property type or location
iv) Community risk or reputational risk considerations
b) Copies of any local protocols, guidance, or policy documents used during the requested period.
7. Multi agency and police involvement
a) The number of cases where housing decisions for MAPPA eligible individuals involved:
i) Police Scotland
ii) MAPPA Strategic Oversight Groups
iii) Community safety or antisocial behaviour teams
particularly where there were concerns about escalation, protest, or public disorder.
8. Community disruption and staff safety
a) Any recorded incidents where council staff, contractors, or tenants experienced:
i) Threats, abuse, harassment, or protests linked to the housing of a MAPPA eligible individual
9. Internal reviews or risk documentation
a) Copies of any internal risk assessments, briefing notes, lessons learned reports, or reviews produced during the specified period that relate to:
i) Housing MAPPA eligible individuals
ii) Management transfers linked to safety concerns
iii) Vigilante or community led action targeting tenants
