I am submitting this request under the Freedom of Information (Scotland) Act 2002 (FOISA) and, where applicable, the Environmental Information (Scotland) Regulations 2004 (EIRs). Please provide the most Up to date information held by Moray Council.
1. Full Site Inspections Prior to Issuing Site Licences (2016,2019,2024)
Please confirm:
• The exact dates in 2016, 2019, and 2024 on which Moray Council Environmental Health Officers (EHOs), or any other authorised officials acting under the Caravan Sites and Control of Development Act 1960, carried out full site inspections at Riverview Country Park prior to granting or renewing the site licence.
2. Evidence Relating to Site Licence Conditions, Essential Infrastructure & Statutory Obligations
Site licence conditions - which include all essential services - must reflect best practice, current regulations and relevant safety standards. These are statutory obligations, not discretionary matters.
a) Documents and Evidence Examined Prior to Granting Licences
For each inspection year (2016, 2019, 2024), please specify what evidence, records, documents, or plans were inspected in relation to compliance with site licence conditions, including but not limited to: /
• Gas safety
• Electrical safety
• Drainage
• Sewerage
• Lighting
• Roads and access
• Health & Safety incidents (resident reported and recorded in accident logs)
• Flood prevention and resilience measures
b) Method of Assessing Compliance
For each inspection year (2016, 2019, 2024):
How did Moray Council assess and record compliance with all site licence conditions?
c) Records Held by the Council
For each inspection year (2016, 2019, 2024), please identify what written or digital records exist, including:
• Inspection reports
• Checklists
• Photographs
• Officer notes
• Correspondence
• Any other compliance related documentation
Please provide copies of all such written or digital records.
3. Inspection Outcomes

4. Evidence of Compliance Planning Provided by Site Owners (2016-2024)
Following the 2017 changes to residential park licensing law, park owners were given a two- year statutory period to bring sites up to full compliance before a licence could be granted.
Please provide:

What plans, records, maintenance schedules, infrastructure assessments, or improvement programmes were presented to Moray Council by:

b) Evidence of Ongoing and Future Compliance
