FOI Request - Management of Freedom of Information and Subject Access Requests

I would like to request the following information regarding how your organisation manages its statutory obligations under the Freedom of Information Act 2000 and UK GDPR (Subject Access Requests abbreviated as SAR):

1. Management of Freedom of Information Requests

a) For each of the last three financial years, please provide the number of FOI requests received?
b) For each of the last three financial years, please provide the number of FOI requests responded to within the statutory timeframe?
c) Please confirm whether the requests for FOI are managed by a centralised team (Information Governance/GDPR/Data Protection) or by individual departments/service areas or a Hybrid model (please describe briefly if hybrid)
d) Please provide the number of staff members (FTE/PTE if available) dedicated to handling FOI requests.

2. Management of Subject Access Requests

a) For each of the last three financial years, please provide the number of SAR requests received?
b) For each of the last three financial years, please provide the number of SAR requests responded to within the statutory timeframe?
c) Please confirm whether the requests for SAR are managed by a centralised team (Information Governance/GDPR/Data Protection) or by individual departments/service areas or a Hybrid model (please describe briefly if hybrid)
d) Please provide the number of staff members (FTE/PTE if available) dedicated to handling SAR requests.

1. a) & b) The Scottish Information Commissioner’s website has a section on Statistics, the Council’s FOI statistics can be accessed via the dashboard or via the downloadable Excel files (see Downloading FOI and EIRs statistics section) and filtering ‘authority’ as ‘Moray Council and Licensing Board’ https://foi.scot/stats . As the information is already publicly available Section 25 of FOISA is applicable.
c) The Council has a centralised Information Governance (IG) team, and then departmental coordinators who assist with collating departmental responses. The IG team log, collate and respond to Access to Information requests (including FOIs, EIRs, and SARs).
d) The Council’s IG Team is currently 2.7 FTE. A 0.7FTE post is dedicated to Access to Information requests, and a 1.0FTE post manages IG including Access to Information requests.
