The Scottish Procurement Risk Management Committee over the last 2.5 years have purchased circa 100% of Gas and Electricity in advance and the wholesale rates for 2026/27 are now fixed. Heating oil pricing is dynamic, 100% of which is exposed to market pricing.  Heating oil is approximately 4% of the council's total annual energy consumption.
