I am a PhD researcher at the University of Glasgow. My research focuses on assessment and evaluation of public library services in Scotland. I would like to know:
1. Between 1 January 2016 - 31 December 2024, were there any documents or assessment tools (i.e., EDI policies or strategic plans) outlining the criteria and evaluation of public library services in relation to equality, diversity, and inclusion goals?
2. If yes, please include copies of any documentation in your response.
3. Has the library service undertaken any assessment or research activities targeting non-users or underserved communities any time between 1 January 2016 - 31 December 2024?
4. If yes, please provide documentation, including consultation reports and summaries, in your response.

Equalities or integrated impact assessments are carried out prior to any change in service provision. There is an integrated impact assessment in relation to current library proposals that will be published once any approved change is made. We are not in a position to share this until a decision is taken, as such we are applying Section 30 of the Freedom of Information (Scotland) Act (FOISA) 2002 - prejudice to effective conduct of public affairs.
Impact assessments where a decision has been relating to previous changes to library service provision can be found on the council website.
