FOI Request - Assessment Frameworks and Evaluation Practices for Libraries

Request 101003883171

I am a PhD researcher at the University of Glasgow. My research focuses on assessment and evaluation of public library services in Scotland. I would like to know:

1.  What formal assessment frameworks or evaluation tools are used to measure public library performance?

2.  Are there any internal reports or documentation outlining how library performance is assessed, including frequency, criteria used, and responsible staff or department? If yes, please include copies of reports or documentation in your response.

3.  Has the library service been evaluated (both self-assessment and peer review) against national standards i.e., using the “How Good Is Our Public Library Service?” Framework provided by the Scottish Library and Information Council (SLIC)? If yes, please include both the full reports and any summaries of results.

Response 03-12-2025

1. None currently, though the library service will look to engage in the revised How Good Is Our Public Library Service in 2026

2. No

3. Yes - HGIOPLS in 2016 and 17. Please see a link to the reports here: http://www.moray.gov.uk/moray_standard/page_108696.html
