Please provide the following for academic years 2015/16 to 2024/25 (year-to-date) for local-authority schools:

A. Learners (annual):
Number of pupils recorded as having English as an additional language (EAL), by phase (Primary/Secondary/Special).
Where routinely held, counts by EAL proficiency stage/level used locally (service-level totals only).

B. Support hours and staffing (annual):
Total EAL teaching/support hours delivered.
EAL teacher FTE and EAL support assistant FTE (or nearest equivalent roles).
Where held, average caseload ratios (learners per EAL FTE).

C. Policy, coding and guidance:
EAL coding/proficiency framework used and any changes over time.
Current policy/guidance on EAL identification and support.

D. Management information:
Any management/committee reports since 1 August 2023 summarising EAL demand, staffing or outcomes (service-level).
