1. Please provide the Full Council or whatever report whether a briefing note or otherwise that you provided Councillors in order for them to approve this. All appendices must be included.

1. The reports provided to councillors during meetings of 25 September 2024, 15 April 2025 and 25 June 2025 relate to staffing matters. The council (as an employer) has a duty of confidentiality to its employees. The requested information is therefore exempt under S.36(2) and S.38 of the Freedom of Information (Scotland) Act 2002 because its disclosure by the Council would constitute an actionable breach of confidence and information is personal information.
Furthermore, the requested information is also exempt under s.30(c) of the Freedom of Information (Scotland) Act 2002 because it is considered its disclosure would otherwise prejudice substantially, or be likely to prejudice substantially, the effective conduct of public affairs. In applying this exemption the public interest test was considered however the public interest in withholding the information outweighs the public interest in disclosing it.

Please note, the Minute of the meeting of 25 June 2025 is exempt under s.27 of the Freedom of Information (Scotland) Act 2002 given it will be published on the Council’s website following ratification on 27 August 2025.
