Regarding the Dorenell Wind Farm Community Benefit Fund managed by Foundation Scotland. Please provide the following information for the past 10 years (or since inception of the fund):
1. Total amount of community benefit payments received from Dorenell Wind Farm.
2. Detailed breakdown of funds allocated to each community or project.
3. Amount of funds unspent or held in reserve as of the most recent financial year.
4. Copies of any monitoring, auditing, or evaluation reports related to the fund.
5. Names and contact details of trustees or administrators responsible for fund management.
6. Policies or guidelines governing the distribution and use of the funds.

Section 17 – information not held – is applicable because Moray Council has no input or role in the administration of the Community Benefit Fund. It is long established that given the risk of perception that planning decisions might be influenced by the perceived incentives of Community Benefit funds, that it does not play any substantive consideration in the planning consenting process, and nor does the Moray Council (as Planning Authority) then oversee of take part in its administration or monitoring. This function and administration of the Dorenell CBF has operated outwith the Moray Council. For the duration of the windfarm, sums of money (£50, 000) for public access works in the area are given directly to Moray Council, but this is separate to the CBF.
