Response 11-07-2025

1.  Yes

2.  This information is not compiled centrally and it would take an excessive amount of time to check all members of staff's files. If it took 10 minutes to check each file for approximately 2,400 members of staff this would take 400hrs, as such the excessive cost exemption under Section 12 of the Freedom of Information (Scotland) Act (FOISA) 2002 is applicable.

3.  In 2020 - 792 referrals covering management referrals, wellbeing and Health Surveillance. In 2021 - 826 referrals and in 2022 950 referrals.
There is no centrally recorded register of these and to break the statistics down into services or departments further would also be excessive cost and is exempt under Section 12 of FOISA (2568 referrals, minimum 10 minutes per files check = 2568 x 10/60 = 428hrs)

4.  Financial Year reporting for EAP 2020/21 referrals - 82, Financial year 2021/22 - 98 and 2022/23 (up to Dec 22) 66 referrals
There is no centrally recorded register of these and to break the statistics down into services or departments further would also be excessive cost and is exempt under Section 12 of FOISA (2568 referrals, minimum 5 minutes per files check = 246 x 10/60 = 41hrs)
Please note that previously Education and Social Care were one directorate, as such even if central registers had been held, they would not have assisted with breaking down the information to directorate level.
