The condition survey of Keith Library was undertaken by an external company and within the terms and conditions they stipulate that the report is intended solely as information for Moray Council. Therefore the information requested is considered commercially sensitive information and exempt under Section 33(1)(b) of the Freedom of Information (Scotland) Act 2002- Commercial Sensitivity where disclosure would be likely to, prejudice substantially the commercial interests of any person.

We have received permission to share an extract of the executive summary of the report as follows;

"Keith library is a single-storey property that was demolished and re-built circa 1987. The property fronts onto Union Street in the town of Keith.
The property has an exposed concrete block facade with an assumed timber truss pitched roof and slate covering.
Given the age of the property, it is assumed to be of cavity-wall construction. Windows are double-glazed timber units.
Keith Library is accessed from the corner of the building that faces both Union Street and Land Street. Ramped access leads to a vestibule entranceway, opening into the library space which occupies the majority of the floor space. A partition wall set-in from the Western elevation, separates four additional spaces from the remaining open-plan library space. These separated spaces comprise of an accessible WC, a cleaning closet, staff room and storage room (which also provides means of an additional escape route).
Following our inspection, we have identified the property to be in grade B condition in accordance with The Scottish Government Core Facts Guidance. An investment in the region of £61,500.00 will be required over the next five years to maintain the condition of the building to a grade B. Follow on works in years five to ten in the region of £28,800.00 are anticipated to maintain the condition of the property.
The main items of works contributing to the condition grading are summarized below;
• Final circuit wiring requires immediate testing
• Fire alarm requires testing
• LED upgrade replacement strategy for internal and emergency lighting
• Replacement of proprietary heating systems
• Refurbishment of external timber window frames"

It is important to note that this condition survey was undertaken in April 2022 and the inspection was limited to a non-intrusive visual inspection of the accessible areas - the figures stipulated in the above extract will no longer be accurate due to market trends and inflation.
