Could you please confirm if your local authority is applying short-term let licencing requirements to house swap/exchanges?

Moray Council, as a licensing authority, administers the short-term let licensing scheme in accordance with The Civic Government (Scotland) Act 1982 (Licensing of Short-term Lets) Order 2022 as amended and associated guidance.  As set out in the Scottish Government Guidance for Hosts and Operators, home swapping/exchanges would require a licence if it is in the course of business (Paragraph 3.3).  All applications for a short-term let licence are considered on their own facts and merits.
