FOI Request - Burnside Road Fochabers Speed Bumps

I am hoping to you can provide some information on the recently placed speed bumpa on Burnside Road Fochabers.

The three speed bumps are not signposted, correctly lighted or correctly placed. I would also argue thay they are not the correct type for that road.

The main question I would like answered if who do I contact if my private vehicle is damaged due to these speed bumps? Is it Moray Council?

I am aware that burnside Road is a publicly accessible private road, so do you have a POC for the person or persons responsible for the installation of these speed bumps?
