FOI Request - Property Restoration and Recycling Practices

Request 101003642309

I would like to request information regarding the local authority’s policy and practice concerning the restoration of properties in preparation for new tenants.

Specifically, I would like details on:

1. Policies and procedures in place preparing a property for a new tenant, particularly in relation to previous tenant-installed kitchens, bathrooms, fitted units, flooring, and other materials.

2. Does the local authority make efforts to recycle or reuse materials that meet the council’s acceptable standards, in line with supporting Scotland’s circular economy and contributing to net-zero goals?

3. Any relevant guidelines or criteria used to determine whether materials should be recycled, reused, or replaced.

4. Statistics (if available) on how much material (in percentage or tonnage) has been recycled or reused from property restorations over the past five years.

5. Any partnerships with organisations or programmes to enhance recycling and reuse efforts in property restoration (e.g., with reuse centres, circular economy initiatives).

2. See Moray Council  Void Property Clearance Procedure.

3. See DLO Waste Handling procedures enclosed.

4. Not held. Information that is not held falls under Section 17 of the Freedom of Information (Scotland) Act 2002 - Information not held.

However; all surplus waste goes to local recycling that segregates all mixed waste in order to reduce amount going to landfill, and recycles wood, rubble and scrap.

5. None
