FOI Request - Signage at Alice Littler Park, Aberlour Car Park
Request 101003623743
I was recently made aware of new signage erected at the car park at Alice Littler park aberlour banning overnight parking by camper vans.
1. Who erected the signs?
2. Who requested the erection of the signs?
3. What penalties are in place for contravention of the signs?
Response 09-09-2024
1. The Moray Council
2. Signage was installed in response to requests received from the public
3. The signage used is a land management sign (i.e. not a traffic regulation sign) and based on the Outdoor Access Code, underpinned by the Land Reform (Scotland) Act. In summary, the Land Reform legislation provides rights of access to most land and inland water, subject to responsible behaviour as defined in the Scottish Outdoor Access Code. These rights extend to informal camping – which is likewise subject to responsible behaviour. The rights apply to non-motorised recreation and do not therefore extend to activities that are entirely based on the use of a vehicle, such as sleeping in cars, camper vans or caravans. The legal rights within the act are based on the principle of responsible access, with obligations both on the access users and on the managers of the land and aligns with the key principles of The Scottish Outdoor Access Code: respect the interests of others, care for the environment and take responsibility for your own actions.
