I am writing to make a request under the Freedom of Information Scotland Act 2002 and the Environmental Scotland Regulations 2004 for the provision to me of the following information. This includes all documents, emails, submissions, notes and other written communications in respect of the projects comprising the works to each of the properties listed in the heading to this letter.
1. Please submit a table showing the address of the property; the owner; the total costs of the works done; the amount of Scottish Government grant awarded; the amount paid over and the amount outstanding; and the valuation of the land and buildings which were the subject of the project most recently carried out prior to the works being agreed.
2. Whether there was any direct public consultation on this project prior to the work being approved and if so to provide details please.
3. Whether the Scottish Government asked for or required the provision of a valuation for the building or buildings.
4. Whether the total cost of works exceeded estimates and if so what the originally agreed total estimated costs were and what the outturn total was.
5. What estimate is there of the annual savings in energy and other bills directly resulting from the works being carried out; And how many years it will take for these savings in cumulo to repay the total costs of the works.
6. Which individual or individual within your organisation took the decision to submit the application and at what level and by which authority that decision was agreed to be submitted on behalf of the organisation.

2. There was no direct public consultation.
3. The Scottish Government did not ask for the provision of a valuation.
4. The total cost of the works is yet to be determined, this project forms part of a programme Education estate condition improvement projects. The grant represents a contribution to fabric improvements that improve thermal efficiency and replacement of oil boilers with zero direct emissions heat source.
5. The savings in energy bills is currently a cost of £7,556.43. There will be an energy saving in terms of kWh and Carbon emissions. However, as there is a switch from oil heating to more expensive electricity there will be an annual cost rather saving.
6. The decision to submit the application was taken in conjunction by the Energy Officer, the Property Asset Manager and the Head of Education Resources and Communities.
The decision to make an application to Salix was approved by, ECONOMIC DEVELOPMENT AND INFRASTRUCTURE SERVICES, COMMITTEE ON 14 NOVEMBER 2023, ANNUAL REPORT ON ENERGY STRATEGY/ACTIONS, Paragraph 7.6. The specific project was approved by Head of Housing and Property.
