1. All documents and notes provided to Moray councillors and officials about Elgin Community Centre which appeared as item 19 at full council meeting on March 6, 2024.  Include Appendix I, Appendix II and Appendix III.

Closed sessions exclude press and public therefrom, and the Board may decide to do this for the following reasons:
• The Council is still in the process of developing proposals or its position on certain matters, and needs time for private deliberation.
• The business relates to the commercial interests of any person and confidentiality is required, e.g. when there is an ongoing tendering process or contract negotiation.
• The business necessarily involves reference to personal information, and requires to be discussed in private in order to uphold the principles of the Data Protection Act 2018.
• The business necessarily involves reference to confidential or exempt information, as determined by the Local Government (Scotland) Act 1973.
• The Council is otherwise legally obliged to respect the confidentiality of the information being discussed.

As such, exemption under Section 30(c) of the Freedom of Information (Scotland) Act 2002 - Prejudice to effective conduct of public affairs - is applicable. The Council does not currently believe it is in the public interest for these details to be in the public domain as this could have a detrimental impact on free and frank discussion around this topic.
