The Moray Integration Joint Board (IJB) moved to a closed session on 27 June 2024 to consider Item 13 'Options for Ward 4 Inpatient Unit for Patients with Mental Illness [Para 6.2.1] ¦ 9. Information on terms proposed or to be proposed by or to the Authority .
Closed sessions exclude press and public therefrom, and the Board may decide to do this for the following reasons:
The Board is still in the process of developing proposals or its position on certain matters, and needs time for private deliberation.
The business relates to the commercial interests of any person and confidentiality is required, e.g. when there is an ongoing tendering process or contract negotiation.
The business necessarily involves reference to personal information, and requires to be discussed in private in order to uphold the principles of the Data Protection Act 2018.
The business necessarily involves reference to confidential or exempt information, as determined by the Local Government (Scotland) Act 1973.
The IJB is otherwise legally obliged to respect the confidentiality of the information being discussed.
As such exemption Section 30: Prejudice to effective conduct of public affairs is applicable. The IJB does not currently believe it is in the public interest for these details to be in the public domain as this could have a detrimental impact on free and frank discussion around this topic, nonetheless, we can confirm that following the closed session, the IJB discussed the Revenue Budget & Recovery Plan 2024/25 paper and associated appendices.
Furthermore, we can advise that the draft minute will record the Board determined that there was insufficient information on which to base a decision, so the paper was deferred and was to be presented at a future date. Following the meeting, the Interim Chief Officer met with the Interim Chief Executive of NHS Grampian and it was decided that Moray will form part of a wider Grampian mental health bed base review.
