1. Confirmation that the road and footpaths on IV30 8HQ have been adopted by the Local Authority.

2. Confirmation that the Local Authority have a responsibility for the maintenance and upkeep of IV30 8HQ including winter maintenance such as gritting.

Details of your winter maintenance operational plan or winter maintenance policy relating to the adopted roads within the local authority area during the period from two weeks prior to 10.11.23 to two weeks following the above date. For the avoidance of doubt, this information should include details of your system for prioritising roads for winter maintenance and gritting in winter, the factors taken into consideration when planning gritting operations, and the time of gritting operations.

4. Details of what level of priority IV30 8HQ was in respect of your system for prioritising roads for winter maintenance and gritting in winter, as at 10.11.23.

1.  The postcode IV30 8HQ relates to an area to the north east of Lhanbryde.  The only significant road in this area is Urquhart Place, Lhanbryde.  Urquhart Place was adopted onto the LoPR in 2019 and the attached plan shows the roads and footpaths that have been adopted. The remaining answers will be specifically in relation to Urquhart Place only.

2. Urquhart Place, Lhanbryde has been adopted on the LoPR - therefore it is the responsibility of the council to provide maintenance to this section of road in accordance with the Roads (Scotland) Act 1984.  

3. The councils Winter Service Operational Plan is available at www.moray.gov.uk/winter. Specifically see sections :- 1.2 & 1.3 for hierarchies and timings, and Part 2 for factors taken into consideration when planning gritting operations. This information is therefore exempt under section 25 of the Freedom of Information (Scotland) Act 2002, information otherwise accessible

4. As per Appendix D of the Winter Service Operational Plan, Urquhart Place for Winter Maintenance is considered a P4 for carriageway and P3 for footways.

5. Attached are our Winter Maintenance Plan & Action Logs for the period specified.  The routes referred to within this relate to our Winter Service Operational Plan - Appendix A & B.  During the dates requested we only ran P1 routes, with no actions carried out on secondary routes or footpaths.

11. Roads Maintenance do not have any record of any accidents relating to Urquhart Place, Lhanbryde, including any on the 10th.
