i)  The number of people under the age of 65 deemed to qualify for free personal care who died after being assessed but before any package of free personal care began.

a.  Broken down by year in each year since 1999.

Free Personal Care for people under the age of 65 only came into being in April 2019; therefore, anything before that would not count, as any care would have been means tested. Since that date we have had nobody who died after being assessed but before the package of free personal care began.
