FOI Request - Ballindalloch Toilet Replacement Development

This is a  freedom of information request for Ballindalloch Toilet Replacement Development which commenced in 2023. This replacement works is situated on the B9137 Cragganmore, Ballindalloch.

We would like to request the following please.

1. All information on the tendering for the contract , ie how many contractors bid for the job , and who was the successful applicant.

2. What were the reasons for choosing that successful applicant?

3. What was the winning applicants cost for doing the job ?

4. When did the winning applicant say they could complete the job by?

5. During the completion of the job, what problems arose that caused the job to be so delayed?

6. Why has the job been completed incorrectly? ( ie wrong types of taps etc)

7. Why has the site not been cleared before the toilets were opened?

Response 10-05-2024

1. Works were tendered as a mini competition under Moray Council Small Works Framework. 3 bidder were invited to tender with 2 returns. The successful candidate was Highland Barrier and Fencing.

2. Based on a Quality Price Spit of 60% Quality and 40% price the bidder with highest overall score was successful.

3. This information is commercially sensitive. Disclosure of the requested information could substantially prejudice commercial interests and so it is exempt under section 33(1)(b) of the Freedom of Information (Scotland) Act 2002, commercial interests.

4. Initially 6 week programme from award, which at tender was 31st July 2023.

5. The following issues were encountered:-
• Delays with SSEN with regards to Disconnection and reconnection of power to the site
• Delays in obtaining resources due to the electrical issue
• Weather

6. The project has been installed as per the original contract. There a a small number of defects which are being resolved.

7. Request was made to open the toilets when they were available. The equipment that is on site does not belong to the contractor but Moray Council and are related to a previous project.
