FOI Request - Young People not in Education, Employment and Training

I am interested in finding out if you record, in anyway, when young people living in your area are recognised as being ‘Not in Education, Employment or Training’.

Based on this information I am making the following FOI requests:

1. Confirmation of whether or not you record, in anyway, when a young person living in the local authority is not in education, employment or training. If so, please also reveal how you define a young person in terms of age.

I’m aware you may use your own terminology for such a young person so I will be guided by that.

2. If you do record the information I asked for in Request 1, then please provide an annual breakdown of the number of young people the local authority recognised as being not in education, employment, or training per year since 2006 until 2024.

Please provide the total number per calendar year. (2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019, 2020, 2021, 2022, 2022, 2023 and 2024 so far).

If possible, please reveal this information specifically for people aged 16-24. If you cannot give that level of detail then please still reveal as much detail as you possibly can.

1. We work with our partners in Skills Development Scotland to map the journey of our young people as they progress post-school on to their future destinations.  At school we support our young people through pupil support teams and where necessary, wider pathway planning in order to ensure identified young people progress where at all possible on to positive post-school destinations.  On occasion due to medical or wider factors, this is not always possible.  As agreed by Scottish Ministers the Annual Participation Measure (APM) has been adopted in the Scottish Government’s National Performance Framework as the measure of young people’s participation.  This has replaced the school leaver destination follow up as the source of the national indicator, “Percentage of young adults (16-19 year olds) participating in education, training or employment”.  In terms of not participating, this would be where young adults are unemployed (seeking) or unemployed (not seeking) in the main with not participating status considered as the percentage of young adults (16-19 year olds) not participating in education, training or employment.  

Skills Development Scotland hold data, particularly in relation to post-school leaving age pupils.  Annually, we report to our Education Committee (see www.moray.gov.uk, Committee Minutes, Agendas and Reports) on school leaver destination data and positive post-school destinations of young people leaving school spanning age 16-19.  Skills Development Scotland undertake a range of follow-up activities including continued and sustained post-school destinations.  In Moray we have a multi-agency partnership group overseeing Annual Participation Measure including representatives from Moray Education, Skills Development Scotland, DYW Moray, Moray College UHI, Moray Employability and Community Learning and Development (CLD).  This has led to noted improvements in our APM as we look to 2023.

Annually, Skills Development Scotland provide an Annual Participation Measure for 16-19 year olds in Scotland.  2023 was the ninth annual statistical publication reporting on learning, training and work activity of 16-19 year olds in Scotland.  Within this are links to supplementary tables showing headline participation classifications (participating, not participating and unconfirmed).  The data set used to produce APM is managed by Skills Development Scotland and combines data from a range of data sharing partners including local authorities, colleges, the Department for Work and Pensions (DWP) and SAAS to identify what pupils are doing in ‘real time’ between the ages of 16-19 year olds.  Follow up for subsequent year groups would be undertaken by SDS in a similar fashion, taking data from a range of sources.  Please see https://www.skillsdevelopmentscotland.co.uk/media/b0xj43cd/annual-participation-measure-2023-report.pdf?_gl=1*1s4v0x9*_up*MQ..*_ga*MTE0OTUwMjQyMy4xNzEyODE4NDM3*_ga_2CRJE0HKFQ*MTcxMjgxODQzNS4xLjAuMTcxMjgxODQzNS4wLjAuMA for the most recent report (August 2023), with page 8 showing participation headlines by local authority, page 9 showing changes in participation rates and wider comparisons around local authorities.  Wider statistical summary reports are available on https://www.skillsdevelopmentscotland.co.uk/publications-statistics/statistics or where SDS may advise directly.
