Under the Freedom of Information Act, I would like to request the following information regarding paper and cardboard recycling in your borough:
1. What are the contractual performance KPI's for this contract?
2. Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages • Who is the current supplier?
3. Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date
a) Are there any processing facilities or MRFs utilised within the contract if so what the names and addresses?
4. How is your fibre processed (baled or loose)?
5. Where is the end destination of the fibre?
6. What is your current collection method (dual stream, single source, kerbside sort or comingled) • What tonnage per year do you produce by fibre grade?
7. Start date & duration of framework/contract?
8. Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
9. Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
10. Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
11. Who is the senior officer (outside of procurement) responsible for this contract?
12. Are there any plans to change the existing service?

Mixed paper composition containing less than 40% corrugated board is made up as follows:

Bailed OCC will meet the EN standard of: 1.05 Used boxes and sheets of corrugated board of various qualities, with a minimum of 90% board.
2. A mini comp from the SXL framework – Treatment and Disposal of Recyclable and Residual Waste went out to all companies registered on Lot 2, but only two companies applied:
Saica Natur UK Ltd – applied but unsuccessful.
Smurfit Kappa Recycling – successful, current supplier.
3. Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date
Annual value is £225,250. This information is held on the Moray Council Contract Register - http://www.moray.gov.uk/moray_standard/page_101331.html
a) The material is not processed through a MRF because it is collected via a source segregated collection
4. Cardboard – bailed. Mixed papers/card – loose.
5. Cardboard – Nechells Paper Mill, Mount St, Nechells, Birmingham, B7 5RE. Mixed papers - Nechells Paper Mill, Mount St, Nechells, Birmingham, B7 5RE.
6. Household collections – source segregated, mixed paper & cardboard. Commercial collections - source segregated, mixed papers, cardboard. HWRCs – source segregated, mixed papers, cardboard.
Annual tonnage for mixed paper & cardboard – 3225 tonnes (1/1/23 – 31/12/23). Annual tonnage for cardboard – 965 tonnes (1/1/23 – 31/12/23).

8. The Framework was tendered by Scotland Excel. We do not hold a copy of their original service / product specification
9. Current tender is 3years with a +1+1 extension option to take it to a full 5 year contract.
10. Currently taken up the second +1 option to complete full 5 years.
