FOI Request - Flood Risk Management Risks and Costs

Under section 60 of the Flood Risk Management (Scotland) Act 2009, a local authority can submit a flood protection scheme for the management of a flood risk within that authority's area to the Scottish Government. In submitting such a plan, the local authority includes the cost;benefit ration of such a scheme. Thee Scottish Government gives locals authority's guidance notes/instruction on how cost benefits can be calculated. These include past costs and losses as well as a forecast for cost of losses/damages that will occur if no action is taken. Can you please provide me under the Freedom of Information Legislation the most recent Government document provided to local authority's to calculate all risks and costs. The information I request is not published on any Scottish Government web site but is part of a book of guidance sent to local authority's.
