FOI Request - Monies Owed to the Council

When the council serves a notice and carries out works over a property resulting in the occupier(s) being invoiced for such, if the occupier moves out of the property would the invoice remain over the property or would it be the occupier that received the invoice that is personally responsible for payment?

Invoices are in occupiers' names and the invoice would follow the occupier should they leave a property.
