PART A

This request regards the Scottish Road Maintenance Condition Survey. Data collected in the survey is used to calculate the Road Condition Index (RCI) for each 10m length of road.

1.  Please provide the location of the lengths of road with the top 20 highest RCI scores in the local authority area, and the respective scores.

2.  Please also provide the location of the lengths of road with the lowest 20 highest RCI scores in the local authority area, and the respective scores.

PART B

Please provide, for each of the calendar years 2019, 2020, 2021, 2022 and 2023,

1. The number of complaints recorded from residents concerning Japanese knotweed

2. The amount paid by the council in compensation to residents as a result of complaints concerning Japanese knotweed

PART C

Please provide, for each complete calendar month since the Environmental Protection (Single-use Plastic Products) (Scotland) Regulations 2021 came into force on 1 June 2022:

1. The total number of businesses who have had action taken against them for using single-used plastics

2. The total amount collected in fines as a result

3. A digital copy of a relevant document detailing the enforcement procedure for the single-use plastics regulation

PART A

1. The SRMCS survey does not produce an RCI for each 10m section of road so the information, as requested, is not held. Information that is not held falls under Section 17 of the Freedom of Information (Scotland) Act 2002 - Information not held. The survey does output subsection values for each 10m section of road which are then used to calculate the overall RCI.  The attached export shows the 23no. 10m road sections which have the highest subsection values (we have included 23 sections as there are 7 sections in joint 17th place).

2. We presume that by the “lowest 20 highest RCI scores” you mean the 20 lowest, and also again mean subsection values. This question is impossible to answer, as we have over 50,000 sections of road which have a subsection value of 0. This information is therefore not held. Information that is not held falls under Section 17 of the Freedom of Information (Scotland) Act 2002 - Information not held.
