FOI Request - Enforcement Services

 I am writing to request information regarding your Enforcement Services.

1. Are you able to provide the name of any company that the council contract to supply enforcement activities on their behalf.

2. Are you able to provide that information for Environmental Crimes such as Litter, Dog Fouling and Fly-tipping.

3. Also, any companies that provide parking enforcement of any type and debt collection or recovery. If any are outsourced, could you provide the contact’s name of the service manager or department

4. If they are provided in house, could you just respond with that information and provide the name of the service manager or department.

Response 30-11-2023

1. The Environmental Health Section enforcement activities are carried out in house.

2. Enforcement activities for Environmental Crimes such as Litter, Dog Fouling and Fly-tipping are carried out in house

3. We employ a Debt collector who will, if instructed, endeavor to recover housing, council tax and sundry (including parking) debts using a variety of methods including the use of Sheriff Officers.  Details of the contract can be found on our published contract register on our website. This information is therefore exempt under section 25 of the Freedom of Information (Scotland) Act 2002, information otherwise accessible. Regarding parking enforcement, Moray Council carry out their own parking enforcement on off street car parks by issuing Excess Charge Notices (ECN's).  This is carried out by Transportation. Contact details: transport.develop@moray.gov.uk
