How many  posts did Moray Council have in budget year 2022/21; 2022/23 and up to this date in 2023/2024 budget year which attracted 'additional payments'?  Please provide total number of additional payments and broken down by Service Committee groupings?  Please also provide the total cost of those 'additional payments'.  Please also break up the reason for these additional payments (NB not acting up payments as this is asked about in a previous FOI I have submitted).
