FOI Request - Cycle Path at Waste Disposal Depot, Elgin

Can you tell me when the cycle path in Elgin at Moray Council waste disposal depot is going to be reinstated? This cycle path entry/exit has been shut for at least 3 to 4 years now and doesn't seem to be opening soon. Why was this gate shut and who took this decision ?

The section that is closed can only be opened when it has been formally adopted by the Council - this is due to health and safety reasons.  The Council is pursuing acquisition of land to the southwest of the parking area with the intention of removing the need for vehicles to cross over the pathway.  This is expected to reach a conclusion by the end of this year.
