FOI Request - Small Business Rates Relief (SBRR)

Please can you email me a list of businesses that qualify for Small Business Rates Relief (SBRR) but haven't applied for it.  The below points are what I would like to request:

•  The name of the rate payer
•  The start date of the business rates account
•  Rateable Value
•  Applied for SBRR (YES OR NO)
•  The full property address of the property  
•  The full amount of credit you hold for the business (if any)

Not held. The Small Business Bonus Scheme is awarded based on the combined rateable value of all properties in Scotland, which a ratepayer actively occupies or, if vacant, is entitled to occupy. As we do not know the circumstances of all the liabilities i.e. if they have other properties in Scotland, we are not able to identify liabilities which would be entitled to Small Business Bonus Scheme. As for businesses that are entitled, we have no way of identifying businesses, as individuals can be liable. Information that is not held falls under Section 17 of the Freedom of Information (Scotland) Act 2002 - Information not held.
