EIR Request - Boreholes near Linkwood Place

We have a project for a relatively small shed just behind Halfords around Linkwood Place, Elgin. Having looked at the BGS records, there are at least two boreholes that would be right next to the proposed shed. Having contacted the BGS, then subsequently Allied Exploration, it seems like the records are held by Moray Council. How can I get access to these borehole records?
