I have been trying to understand the system of container deposit scheme that will come into affect in August, 2023. Therefore could you please answer the following questions?    

1.  Most schools run a school shop and some Council owned premises also sell and/or supply water in bottles.      

2.  How are these schemes going to work in Council controlled owned premises?

3.  Will the Council appoint/designate an individual to run the scheme?

4.  Who will collect, hold and give reimbursements of deposits?

5.  Who will be responsible for the safe storage and collection of empty containers?

6.  What will happen to any surplus gained if containers are not returned to the purchase position within the Council premises?

7.  What will the situation be if more containers are returned than deposits paid for?

8.  What will the cost be to have collected containers sent for recycling and who will pay for it?

9.  What will the situation be where the Council gives out free bottles of water at Council organised events?

10.  What are the health and safety issues for Council staff as regards health and safety issues collecting and handling effectively waste containers (remember Covid where we were all told to wash our hands)

11.  What will the annual cost in time thus wages for Moray Council to comply with the scheme?
