The Energy Company Obligation 4 (ECO4) which commenced in July 2022 will see energy companies spending up to £500m each year for the next 4 years funding energy saving measures through the Local Authority Flex Scheme.  This scheme provides a major opportunity for Local Authorities in Scotland to provide direct support to their residents to warm their homes and reduce their energy bills by providing FREE heating and insulation measures.

1. Could you please therefore let me know how LA Flex is currently or will be operating in your Local Authority and how the scheme can  be accessed.

1. Local Authorities can sign up to participate in ECO4 Flex. To participate, they publish a Statement of Intent (SoI) which outlines their intention to participate in the scheme and follow the scheme rules. Details of how ECO4 Flex operates in Moray are outlined in our statement of intent which is attached.
