Repairs and renovations carried out at Tulloch Car Park, Forres (construction of wall)

The location/locus to which we refer is shown in the edited image from Google Maps overleaf. We have marked Forres High Street. The wall in question is approximately at the "L" shape (at an angle).

We request the following information:

1. Why did the Moray Council decide to build a wall at the Tulloch Park car park in Forres at indicated location?
2. If a risk assessment or other assessment was carried out prior to the building work commencing (in respect of the need for a wall or other barrier at the locus), what did it say?
3. What was the date of the assessment?
4. What information did it provide regarding the nature and state of the locus at the time?
5. What materials where employed in the construction of the wall at the locus?
6. When was the wall at the locus constructed?
7. What is the height of the resulting wall above the level of the car parking surface?
8. What was the cost to the Council of these works?

1. To highlight to drivers the boundary of the car park as it may not be apparent during a reversing manoeuvre with clear open space behind the parking bay.
