FOI Request - Information Distribution Energy Efficiency

We are researching solutions that ensure equal access to safe, affordable and sustainable energy across all communities.
Specifically, we are looking at ways of distributing information to households on how to reduce energy consumption. This would include things like government grants such as the Home Upgrade Grant and ECO4.
Here are some of the questions that we are currently exploring, and we would greatly appreciate your input:
1. What methods do you utilise to distribute information regarding home energy efficiency (such as grants or energy saving advice)?
e.g. Letters, phone calls etc
2. Do you specifically target this at low-income households, or do you distribute this to every household in your area?
3. Would you be able to share any of the approximate annual costs involved in these distribution methods?

1. The Council uses Scottish Government grant allocation under EES:ABS to provide grant-in-kind to private sector home owners and private tenants. More details of the Moray offer are published here:http://www.moray.gov.uk/moray_standard/page_132310.html
Experience of implementing this scheme has shown that householders are concerned about "cold calling" engagement by contractors working within the Council scheme, so our approach is to send letters to a targeted mailing list aiming at properties most likely to qualify and householders most likely to be in fuel poverty. That in itself does not generate enough take up to maximise the impact of the funding on fuel poverty, so our contractors follow that letter with house calls to provide further information on measures/installations. We also use social media posts on an rolling area-based programme which also generates interest.
2. We do target - as described above, using Home Analytics as the primary data source.
3. Approximately 8% of each install cost.
