I would like to ask the following:
1. In each quarter since Q1 of 2018/19 please provide the occupancy rate of council owned elderly care homes in this council area. Please provide this as a number and a percentage e.g 9/10 beds full, 90%.
2. What is the longest period an individual has been waiting to be housed in an elderly care home in this council. Please provide this for each year since 2018/19.
3. How many individuals have been redirected to another elderly care home, either in this council or elsewhere, due to a lack of capacity. Please provide this for each year since 2018/19.

1. Not held. There are no Council-owned care homes for the elderly in Moray. Information that is not held falls under Section 17 of the Freedom of Information (Scotland) Act 2002 - Information not held. However, for any elderly care homes in Moray, we have only been recording available beds (and hence Occupancy) rate since March 2020. This has been recorded weekly and varies between 95% and 100%. Any week picked within any specific quarter in a period would be between those figures.
2. Not held. We are not able to provide this information as this is a metric we have no historically recorded and would require looking through weekly meeting notes and spreadsheets in order to ascertain. This task would cost the Council in excess of £600 of staff time. In accordance with section 12 of the Freedom of Information (Scotland) Act 2002 (excessive cost), we are therefore unable to comply with this part of the request.
3. Not held. In addition, the numbers are likely to be between 1 and 5. Due to the low numbers involved, release of this information could result in the identification of individuals. This information would therefore be exempt under Section 38(1)(b) of the Freedom of Information (Scotland) Act 2002 - Personal Information.
