FOI Request - Council Blacklists

I am writing to request

1. publication of any blacklists which the
council may operate.
This would include (but not exclusive to)
a) serial complainers
b) violent/aggressive/abusive persons
c) troublemakers
d) campaigners/activists

2. I would also request information on the distribution/circulation of
these lists.

In order to avoid any further confusion let me make clear that my FOI request is for copies of redacted copies of the register which only state the reasons why an individual was added to the blacklist, the categorisation of risk attached to that (eg low, medium, high), and how long they were placed on the list for.

I am not looking for any information which would identify the individual or in any way lead to their data being breached.

1. The Council does not hold 'blacklists'; however, we can confirm that there is an unacceptable customers action spreadsheet in line with our unacceptable customers action policy.
a)-d) The number of individuals on the spreadsheet is less than 5. Due to the low numbers involved, release of this information could result in the identification of individuals. This information is therefore exempt under Section 38(1)(b) of the Freedom of Information (Scotland) Act 2002 - Personal Information. - Low numbers exemption (0-5)

2. Not held. Information that is not held falls under Section 17 of the Freedom of Information (Scotland) Act 2002 - Information not held.
