I am looking for information regarding the ASHP/PV installation that the council is engaged in, in partnership with Everwarm and Changeworks. At this point, I would like to know the following:
Tenant Matters:
1. What consultation process took place with the tenants and how their views were taken.
2. The analysis of tenants' needs, based on factors such as health, income, capacity and geographical situation.
3. How tenants were kept informed of the situation with regard to the ongoing situations associated with the works.

Tendering Information:
4. The criteria for selection and suitability as regards the system chosen for installation in this contract.
5. Evaluation on tenders and basis for awarding contract.
6. Where and with whom the responsibility lay for the selection of partners in the contract.

1. Letters were sent to eligible properties and tenants were asked to register their details if they wished to be included in the programme. This was done by completing an online registration form.  If Tenants did not complete the online registration form then they were not included in the installation programme.

2. Tenants health, needs and income are not factored.  These installations were available to those properties which were eligible for a heating upgrade to
low carbon technology combination, which will replace a range of inefficient heating systems including solid fuel (coal) back boilers, electric panel heaters and electric storage heaters and so would have a significant impact in reducing the risk of fuel poverty within the communities and improving householder comfort.  

3. Changeworks managed the Contract and were responsible for updating tenants via Everwarm officers.

4. These installations were available to those properties which were eligible for a heating upgrade to

5. Moray Council Procurement department asked for the tender to be compiled by Changeworks and it was advertised on SPA inviting potential suitable contractors to tender. Procurement process followed Moray Council Standing Orders and Procurement Strategy which was supplied from Moray procurement section.
• Tender document was a 70% price and 30% quality scoring.
• A value for money exercise was carried out and it was determined that tender returns were within market prices.
• The quality submission was scored by both Changeworks and Moray Council.
• Changeworks supplied a tender report to Moray Council for consideration.
• Moray Council issued letter of award to Everwarm.
