Local Flood risk management plans: Findhorn, Nairn and Speyside Local Plan District (LPD 5)   Final report and Cycle 1 and 2 Papers

Can you please answer the following questions in relation to the above papers.

1. Can you list all organisations involved in the preparation of the above documents
2. Who was/were/are the authors?
3. Have these papers been approved by Moray Council?  If so, when?
4. Under the flood risk management plans what is the Moray Council definition of "Community flood action Group"?
5. How many are in Moray and where are they centred?
6. How are they formed and what is their composition?
7. What was the consultation process for working with communities affected by flooding?
8. How were communities informed of any consultation process?
9. What was the role of Community Councils in any such consultation?
10. What geographical area does PVA area Spey Bay (PVA 05/04) cover?
11. What data source was used to calculate the cost of annual flood  damage to that area?
12. What type of damage costs were included and excluded?

Response 08-02-2023

1. The documents reference were drafted by Moray Council with Input from responsible authorities as define in the Flood Risk Management (Scotland) Act who have actions to be undertaken within the stipulated cycle:-
- Scottish Environment Protection Agency
- Scottish Water
- Highland Council

The Cycle 2 plan, which is now the current plan, was approved by Moray Council ED&IS committee on 15 November 2022, at the same committee the Final report for cycle 1 was approved.
The Cycle 2 Flood Risk management plan was agreed at ED&I Committee on 15th November 2022.
Moray council response to the Cycle 2 draft plan at Economic Growth, Housing and Environmental Sustainability Committee on 24 August 2021.
The Cycle 2 Actions for Objective target areas was agreed at Economic Growth, Housing and Environmental Sustainability Committee on 1st December 2020.
The Cycle 2 Final report was agreed at agreed at ED&I Committee on 15th November 2022.
The Cycle 1 interim report was agreed at EDI committee on 4th December 2018.
The Cycle 1 plan was approved at committee on 3 May 2022.

5. There are currently none active In Moray, however, the council work with individuals in some areas to provide support with regard to flooding.

7. The Cycle 1 and Cycle 2 plans both undertook formal public consulting over 3 months. Section 1.3.4 page 12 of the current Flood Risk management plan found at http://www.moray.gov.uk/downloads/file145841.pdf  contains a summary of the response received for what is now the current plan.

8. The consultation process was advertised by a combination of both press and social media post by both Moray Council and SEPA over the 3 month period. They also were made aware of these plans as they a proposed at committee.

9. Community Councils are able to respond as a body. We had a number of bodies respond including members of the public, partnership organisations, voluntary organisations and local authorities.
