1. The identity of the contractor authorised to open up relevant parts of Springfield Road in the vicinity of house number 78 in the approximate period from 01 December 2021 onwards to 10 December 2021.
2. The location at which the street works were authorised.
3. The date from which the street works were due to commence
4. The date on which the street works in fact commenced and concluded
5. All records relating to any phone calls of complaints (existence, nature and details) about the street works received in the period from 01 December 2021 onwards

1. It is understood from other correspondence relating to the requester, that these street works were carried out by BT Openreach. As a Statutory Undertaker, BT Openreach is authorised to carry out works on public roads without applying on each occasion to Roads Authorities for permission to do so. Statutory Undertakers are, however, required to apply to Roads Authorities for permission to close roads or footways or use temporary traffic lights should the works require those. Moray Council received no such application from BT Openreach relating to these works. Statutory Undertakers must place notices of their works on the Scottish Road Works Register. These notices show details of, amongst other things, the dates, location, extent, purpose, method and traffic management of the works.
